The City of Winona has established standards intended to eliminate and reduce unnecessary and excessive airblast overpressures, ground vibrations, and flyrock which are physically harmful and otherwise detrimental to individuals and the community in the enjoyment of life, property, and conduct of business.
The City of Winona requires any person constructing sidewalks, driveways, curbing, and gutters within the city limits to be licensed with the exception of an owner doing work on their own property.
The City of Winona requires persons who occupy, use, or seeks to occupy or use the right-of-way or place any equipment or facilities in or on the right-of-way, including persons with installation and maintenance responsibilities by lease, sublease or assignment, must register with the city.
