- Go to our online payments website
- Create an account or login
- Add your Utility Account
- You will need to know your account number (Please enter it with the dashes).
- You will need to know your last payment amount (If this is your first bill, your last payment amount will be $0).

Direct Payment of Utility Bills
The City of Winona offers residents the option to pay their utility bills using direct payment.
Residents who sign up for direct payment will continue to receive a copy of their quarterly bill. The copy of the bill includes a statement that says: “Do Not Pay - Paid by Draft”. The payment is withdrawn from their checking or savings account on the due date.
How to Sign Up
To sign up for direct payment of utility bills you will need to submit a completed Direct Payment Form (PDF) and a voided check.
The required paperwork can be submitted by:
- Depositing it in the payment box located on the 4th street side of City Hall
