City Code and State Laws prohibits the placement of political or advertising signs in the City of Winona Right-of-way or the State of Minnesota right-of-way. The right of way includes the boulevard which is the area between the sidewalk and street curb. The Winona Uniform Development Code Section 43.05.13(A)(4) prohibits signs from being placed in a public right-of-way unless authorized by the City Council or if the sign is used to control traffic or provide safety warnings.
