5. Description of Permit

   Within Sugar Loaf Park there are two climbing areas; rock climbing on Sugar Loaf and ice climbing at the Winona Ice Park. The City of Winona requires all Commercial Guiding Operations and Institutional Groups to apply for a climbing permit. The requirements of this permits are as follows: 

   -Each organization must submit a Certificate of Insurance

   -At least one guide must possess a Wilderness Responder certification and must be in the field with the group.

   -At least one guide must possess a PCIA or AMGA Single Pitch Instructor certification and must be in the field with the group.

120. Sugar Loaf Park Climbing Rules
     Sugar Loaf Park is a public park, owned by the City of Winona. The rock and ice climbing opportunities in this park are made possible by a partnership with the Recreation Alliance of Winona and adjacent landowners. If you see any of these individuals, be sure to thank them! Please practice Leave No Trace principles, such as; disposing of waste properly, avoiding use of the trails while they are muddy, and being courteous and respectful to all visitors. Most importantly, have fun and climb on!

     By checking the boxes, you are agreeing to the rules below.

     1. Helmets are required for all people climbing
     2. No unattended ropes allowed
     3. Please do not remove vegetation
     4. Only the City of Winona and its constituents are allowed to place/remove bolts or fixed anchors
     5. It is recommended that all children are accompanied by an adult
     6. Please do not chip, glue, remove, or otherwise alter the rock
124. Winona Ice Park Rules*

     By checking the boxes, you are agreeing to the rules below.

     1. Crampons and helmets are required for all persons climbing
     2. Helmets are required for all people within the climbing area
     3. No anchoring to manmade structures
     4. Please do not build anchors over the trail
     5. No unattended ropes allowed
     6. Please do not remove vegetation
     7. Only the City of Winona and its constituents are allowed to place/remove bolts or fixed anchors
     8. It is recommended that all children are accompanied by an adult
     9. Please do not cause unnecessary harm to the climbing area
126. CGO's and Institutional Groups - Additional Rules*

     By checking the boxes, you are agreeing to the rules below.

     1. Only Commercial Guiding Operations and Institutional Groups with a City of Winona Climbing Permit may operate in Sugar Loaf Park.
     2. Permitted groups must adhere to a maximum guide to client ratio of 1 to 6, and a maximum group size of 14 (guides and participants). (Special events may be allowed more with permission from the City.)
     3. Group sizes of 1-7 people may not occupy more than two routes.
     4. Group sizes of 8-14 people may not occupy more than four routes.
     5. The maximum amount of time that a group can occupy any one route is 2 hours.
     6. Certifications: There must be at least one guide present with a Wilderness First Responder certification (or higher) and either the same or separate guide with a Single Pitch Instructor (or higher) certification.
128. **Failure to comply with these rules may result in loss of climbing permit.**
