Sidewalk Snow Removal
Keeping our sidewalks free of snow and ice is the neighborly thing to do….
…… and it’s the law.
Winona, MN ordinance requires that property owners clear their sidewalks within 24 hours after the end of a snowfall for one or two-family dwellings and 12 hours for commercial buildings and multi-family dwellings.
When you shovel snow and clear away ice
- Shovel the sidewalks on all sides of your property, the full width of the sidewalk down to the bare pavement.
- Remove all ice from sidewalks. After the sidewalk is clear, sprinkling a little sand can help prevent slipping on frosty sidewalks.(Salt and sand are available at no charge at the City of Winona Central Garage, 1104 West Third Street).
- Pile snow onto your yard or boulevard. It’s against the law to shovel snow into the streets and alleys.
- If you have a corner property, clear curb cuts at corners and crosswalks to the street. The path must be wide enough for someone to get through. (Please be courteous and keep in mind that people with walkers, canes, wheelchairs and scooters need a path wide enough to get through).
Avoid a visit from the City of Winona Inspections
- If the city gets a complaint or discovers that a sidewalk has not been properly cleared, the City of Winona Inspections Department will tag the property and send a copy of the violation notice in the mail for the owner to clear it. A copy is also tagged at the door.
- If the sidewalk has not been cleared upon re-inspection, the City of Winona will have it cleared and the owner will be charged for the cleaning as well as an administrative fee added, which will be $115.00. Beginning January 1, 2026, administrative fees will be $125.00.
Remember
- Plan to have someone take over snow and ice removal if you are gone on vacation or away for the winter.
- Want to go the extra mile? There are a lot of people who cannot remove ice or snow whether they are elderly, sick, disabled or may have a hard time shoveling for any reason. By helping them to clear away ice or snow avoids the City of Winona having to tag their property.
